dc.description.abstract	The increase and complexity of interpersonal relations, as well as the conflicts that derive from them, require solutions that, on many occasions, the Legislator is not able to face due to the lack of the necessary instruments or capacity for their solution. In this sense, the rise of soft law norms seems to be able to provide a solution although, on the other hand, they can also entail a risk for the protection of fundamental rights and the quality of democracy.	es
