| Historically, cultural diversity has served as a catalyst in the evolution of the legal protection of human beings. Nevertheless, statehood has restricted and dramatically conditioned the development of rights, to the benefit of dominant or majority groups in each country. Cultural Diversity keeps formulating relevant challenges for human rights and its eventual universality. At this stage of development, Law can only play a fragmented and imperfect role, both at the international and domestic level. | |||
