dc.description.abstract	The exercise of universal jurisdiction is not regulated by international law, but rather it is the States themselves that establish the provisions they deem most appropriate for their exercise in the face of international crimes. Among the various conditions established by the state legislative branch are the amnesties, which are prohibited in international law, but at the state level they become real obstacles to the exercise of the universal principle that have nothing to do with the ultimate purpose of the universal jurisdiction.	es
